and develop corresponding action plans to ensure that all stakeholders are involved in the project. For any project implemented in an ethnic minority area, it shall be judged if it is necessary to develop an EMDP pursuant to the applicable ADB policies, etc.

However, projects of different types may have different SA focuses and evaluation

methods at different stages Depending on the scope, objectives, target beneficiary groups and social and economic environment of the project. Moreover, the same project may have different social impacts in different social environments.

In sum, SA is highly flexible and not subject to a uniform formula. The scope and

methodology of SA may be selected depending on the specific project and social environment.

6. SA reporting

The SA report at the identification stage shall be prepared by ADB social consultants, including the IPSA and the TOR.

The PSA and SPRSS at the preparation stage shall be done by the social consultants in the PPTA team with the assistance of the PMO. If RP, EMDP and SAP are required according to ADB policies, they shall be prepared by the PMO under the direction of social or

resettlement consultants.

The social, resettlement and ethnic minority portions in the progress reports at the

implementation stage, the mid-term evaluation report and the final report shall be prepared by the PMO under the direction of social/resettlement consultants of the implementation stage. The external monitoring and evaluation of the RP, the EMDP and the SAP shall be prepared by a qualified independent agency entrusted by the PMO.

The social, resettlement and ethnic minority portions in the final report shall be prepared by the PMO under the direction of social/resettlement consultants.

The social, resettlement and ethnic minority portions in the post-evaluation report shall be prepared by social consultants appointed by the ADB Independent Evaluation Department with the assistance of the PMO.
