There are various reasons of cyber com*r users security awareness. Many com*rs do not install antivirus software and firewall, or can not guarantee the antivirus software updated daily, which give the com*r criminals an opportunity. Second,for illegal money online. The implementation of network crimes is various, but from the quantitative *ysis,for money, gain on the majority. Third, the difficulties to get the limited evidence of network crime left most also only have electromagnetic records, but there is no fingerprint or DNA evidence, but such evidence is also very easy to destroy. Fourth,the crackdown is not great on the com*r in majority of countries. The laws of most countries do not make efforts on the prevention and control of network crimes,and the law is not sufficient to constitute a real threat to the Internet crime. 1、生命至上、主动抢险

突发疫情灾害事件出现后，要把救助人员生命作为首要任务，最大限度实施救助，及时疏散处于危险之中的人员，尽最大可能展开救援工作。

2、迅速报告、及时处理

突发疫情灾害事件出现后，当事人、目击者及领导要在第一时间内向上级部门和领导报告，及时开展应对灾害事件工作。

3、依法管理、强化领导

严格执行国家有关法律法规，对突发公共卫生事件的预防、疫情报告、控制和救治工作实行依法管理;对于违法行为，依法追究责任。

4、预防为主、保护财产

宣传普及防治知识;提高防护意识;提高校园公共卫生水平;加强日常监测，发现病例，及时采取有效的预防与控制措施;迅速切断传播途径。积极抢救财产，把事故损失减少到最低程度。

二、组织领导

1、有效开展突发疫情灾害事件处理工作，学校突发疫情事件应急处置领导小组办公室会同相关职能处室，成立现场指挥部。

2、突发疫情灾害事件处理工作领导小组履行以下职责：根据突发疫情灾害发生情况，决定是否启动本预案;核实灾情，制定救灾方案，负责重大问题的决策并落实救灾措施。

3、学校成立突发疫情灾害事件应急处置领导小组

4、职责范围

抢险行动组负责发生灾害时迅速组织人员开展现场营救，尽力减少或避免人员伤亡和财产损失;

通讯联络组负责对内对外的信息沟通和上报工作;

人员救护组负责为现场伤员实施及时有效的救护，并在第一时间就近送至镇级以上医院;

后勤保障组负责妥善保管从现场抢救出来的物品，对贵重和危险物品要派专人看管并逐件登记造册，以免重复损坏、丢失;为现场救护工作提供车辆、水、食物等物资服务工作。

三、预警预防

1、加强领导，广泛宣传

学校成立学校疫情灾害事件处理工作领导小组及工作小组，并明确人员具体职责;平时加强师生员工的安全卫生常识教育，学会自救的措施和技能，按照应急预案的要求组织师生演练。

2、建立预警，信息收集

关注上级疫情预报，落实迅情预警预报措施，做到提前预防，及时发现，及时报告，正确应对。

3、落实值班，及时报告

强化值班制度，公布值班电话，白天、夜间专人负责看守，确保24小时有人值班，领导小组成员保证通讯畅通，做到提前预防。及时、如实、详细地向上级做出汇报，确保报告数据详实、可靠。

4、建立队伍，保障供给

建立应急抢险救援队，随时待命，听候调遣，准备处理突发事件。购置保障物资，确保用得上、足够用。
