摘 要

建设工程工程量清单是表现建设工程的分部分项工程项目、措施项目、其他项目名称及相应清单，应由具有编制能力和评标能力的招标人或招标代理人，具有相应资质的工程造价咨询人按照统一的工程量计算规则、统一的项目编码、统一的项目名称、统一的计量单位进行编制。这些表包括分部分项工程量清单、措施项目清单、其他项目清单、规费项目清单和税金项目清单。

为了适应工程管理和经济核算的需要，将一个建设项目分解为单项工程、单位工程、分部工程和分项工程。分部分项工程量清单应采用综合单价计价；措施项目清单计价应根据拟建工程的施工组织设计，可以计算工程量的措施项目，应按分部分项工程量清单的方式采用综合单价计价；其余的措施项目可以“项”为单位的方式计价，应包括除规费、税金外的全部费用；其他项目清单中：暂列金额由招标人在其他项目清单中列出，材料暂估价由招标人在其他项目清单中列出，专业工程暂估价由招标人在其他项目清单中列出，计日工由招标人在其他项目清单中列出的项目和数量，投标人自主确定综合单价并计算计日工费用，总承包服务费根据招标文件中列出的内容和提出的要求自主确定；规费和税金应按国家或省级、行业建设主管部门的规定计算。综合单价是指为完成一个规定计量单位分部分项工程单项目所需的多种费用合计。

Abstract

1.前 言

毕业设计是工程造价专业学生在学习阶段中最后的实践教学环节。通过毕业此次设计，使我在建筑材料、房屋建筑学、建筑工程施工与组织和工程计量与计价等所学各类课程的基础上。熟练掌握工程造价的构成、各个阶段的工程造价的估算方法与步骤，以及工程量得计算规则，以便自己能独立完成工程建设各个阶段工程造价的编制工作。不仅为编制招标控制价提供了工程造价的计价方法，还为工程项目管理三大目标关系的处理与控制提供支撑，更为我们毕业后从事工程定额的编制、工程建设各个阶段工程造价的估算与控制及相关工作等打下坚实的基础。
