摘 要

近年来，中国对外贸易发展势头迅猛，一些国家（尤其是发达国家）及其相关部门和产业认为中国的出口产品对他们造成威胁，纷纷采取各种措施限制中国产品出口。由于关税壁垒的作用已经弱化，这些发达国家主要采取非关税壁垒手段（技术性贸易壁垒成为最主要手段）限制商品进口。中国相当数量的机电出口产品，屡屡遭到欧盟技术性贸易壁垒，这在很大程度上影响到中国机电行业的发展，给中国机电产品出口带来长期的负面影响。伴随着对外贸易规模的持续扩大，中国对外贸易依存度也逐步增高，因此，面对当前的严峻形势，加强对技术贸易壁垒的认识，减少欧盟技术性贸易壁垒对中国机电产品对外贸易的负面影响，发挥其积极作用，成为当下中国机电行业亟待解决的问题。本文首先对欧盟技术性贸易壁垒进行概述，内容包括技术性贸易壁垒的概念、特点、发展趋势以及中国机电产品遭遇的主要欧盟技术性贸易壁垒；然后通过收集整理大量现实数据，客观分析了中国机电产品遭遇技术贸易壁垒的现状及欧盟技术性贸易壁垒对中国机电产品出口的影响效应；再次分析了中国机电产品遭遇欧盟技术贸易壁垒的原因；最后依据原因分析从行业协会和企业的角度分别提出了相应的对策和建议，以促进中国机电产品对欧盟的出口贸易持续、健康发展。

ABSTRACT

For the past few years, China's foreign trade develops rapidly, some countries (especially in developed countries) and their related departments and industries think that China's export products pose a threat to them, they are taking various measures to restrict the export of Chinese products. Due to the role of tariff barriers have been weakened, these developed countries mainly to take non-tariff barriers (the technical trade barriers become the main tool) to restrict imports. Quite a number of Chinese electromechanical export products frequently encountered technical barriers to trade in the European Union, which is caused great impact on the development of mechanical and electronic industry in China and bring long-term negative effects to their exports.

With the continued expansion of foreign trade, China's foreign trade dependency is also gradually increased. Therefore, facing the current serious situation, to strengthen the understanding of technical barriers to trade and reduce its negative impact on China's mechanical and electrical products export and exert its positive role, which become the problem urgently to be solved in machinery industry in China. This article first outlines the technical barriers to trade in the, and its contents include the concept and characteristics and development trend of technical barriers to trade and the main technical barriers to trade which China's mechanical and electrical products encounter in the European Union. Then through collect and organize a large amount of real data ,the article objectively analyses the current situation of the EU technical barriers to trade China's mechanical and electrical products encountered and its effect on China's mechanical and electrical products export. Moreover it analyzes the reasons why Chinese mechanical and electrical products to meet the EU technical barriers to trade.
